The two departments issue the control index of the total amount of tungsten and tungsten mine in the year 2019
Inner Mongolia, Heilongjiang, Zhejiang, Anhui, Fujian, Jiangxi, Shandong, Henan, Hubei, Hunan, Guangdong, Guangxi, Sichuan, Yunnan, Shaanxi, Gansu, Xinjiang and other provinces (regions) natural resource competent department, industrial and information competent department: In order to protect and reasonably develop the dominant mineral resources, according to the relevant regulations on the management of the specific mineral resources of the protective mining, the total amount control of the mining and the tungsten mine is continued in 2019. For the production of service enterprises, the control index for the total amount of tungsten and tungsten mining in the year 2019 is issued in two batches. The relevant matters are hereby notified as follows. 1. The total production control index of the first batch of rare earth mine (rare earth oxide REO, the same below) and tungsten concentrate (the same below) in the country in 2019 shall be given in accordance with 50% of the 2018 index. The total control index of the first batch of rare earth minerals is 60000 tons, of which, the index of coal mine is 9575 tons, and the index of rock and mineral (light) mine is 50425 tons. The total control index of the first batch of tungsten concentrate is 49835 tons, of which, the main production index is 38005 tons, and the comprehensive utilization index is 11830 tons. The first batch of coal mine and tungsten mining total control indicators in the sub-province (zone) are specifically assigned to the Annex. The annual total production control indicators will be issued in due course in the second quarter according to the relevant state policies and market conditions.
With regard to provincial natural resources, the competent departments of industry and information technology should conscientiously do a good job in decomposing and issuing indicators in accordance with regulations, decompose and distribute indicators to cities, counties or enterprises in a timely manner, and shall decompose and issue rare earth mines and tungsten minerals in their provinces (autonomous regions) within 30 working days under the notice, announce and report them for the record. In principle, the total amount control index of rare earth mining is issued to 6 mining enterprises under rare earth group. After decomposing and issuing the total amount control index of rare earth mine and tungsten mine mining, the provincial natural resources department shall organize the city where the mine is located, and the county level natural resources department shall sign a letter of responsibility with the mining enterprise to clarify the rights, obligations and liability for breach of contract. The provinces (autonomous regions) concerned should strictly calculate and reasonably allocate the indicators required for the rational distribution of engineering construction projects that have been set up for the recovery and utilization of rare earth resources, and shall not allocate indicators for projects that do not meet the conditions for recovery and utilization or do not have a period of validity. Third, the local departments in charge of natural resources at all levels organize mining rights holders to conscientiously implement the rare earth monthly report and tungsten quarterly report system, so as to carry out direct online reports in a timely, accurate and standardized manner. Measures should be taken to effectively strengthen the verification and inspection of the implementation of rare earth ore and tungsten ore indicators, and the problems encountered in the work should be reported to the Ministry of Natural Resources in a timely manner. 4. The local departments in charge of natural resources and industry and information technology should strengthen communication and coordination, closely cooperate with each other, share information, and jointly do a good job in the supervision and management of the total amount control index of rare earth ore and tungsten mining.
